is this supposed to be an ADMIN interfaced thing only or is there a way so normal users can use this feature?  IM currently running v1.4.

why do you want the users to be able to see the attachment manager?
it's currently available for admins only

so they can attach images and stuff from thier HD to their post/message without having to upload via FTP and using the [ img  ] URL [ / img ] feature...

huh? you can turn on the attachments mod, so users can upload their images/files that will be shown in the message if that 'mod' is enabled.

Click Installed 'Mods' Settings and Options in your Admin Center.

oh geez im such an idiot!  sorry for bothering everyone!  i swear im blind, i didnt even see INSTALLED MODS link....grr.  all is well now.  THANK YOU EVERYONE!  :)
