I'm not a developer (although I've got a book coming today so I can learn PHP and MySQL ). However I can read code so I think this should at least get you started...

Look in Sources/Load.php
around lines 293 - 329 is the code for displaying the correct user status. (how many stars and the text etc.)

Look at Sources/Settings.php
Lines 139 - 142 contain the levels for each setting (don't quite understand all of this?)

Look at Sources/Admin.php
Lines 1140-1152 and here you'll find the part for displaying post requirements in the admin setttings page.

You'll also need to edit any language files (.lng) and add extra items.

I think that's everything, I haven't analysed these deeply so if any admin could help it would be useful!
