sorry, dumb question, or i miss it somewhere. But how exactly admin can modify a user so he/she can became a global moderator/moderator?

Go into the users profile, click modify. Scroll down until you see the drop down menu called Position. You can set a users status here, Admin, Global Mod, etc. For forum specific moderators, you need to go to your admin center->Edit Boards, then find the board you want to set a user as a mod to and put their name in the moderator field. Click Modify. There you go! :)
