I cant enter forum preferences and settings section.
It gives me this error all the time:

try chmod 777 the directory which contains Settings.bak

Also if that still doesnt work, create the file yourself from a blank .txt document. and then upload it to your server and CHMOD the settings.bak file to 777

i changed setting.bak to Settings.bak

Hi!

Empty Settings.bak(CHMOD 777) is created and it send to the same Directory as Settings.php(CHMOD 777).

About me, it was solvable by the above-mentioned method.

Please do your best!  It is aiding from Japan.
