++ I can't allow my members posting image ++

Dear All ,

I write this message because I have some problems about YaBB SE 1.5.4 Safe-mode
Could someone help me to fix this out please?

First of all, I would like to tell everybody that I'm Thai. Then my English isn't good.
But anyway I think all of you can understand my words.

My problem is I want to know how to allow members posting image (.jpg , .gif) to my webboard?
I can allow only me (Administrator) and my site's team (Moderators)
to post image with the topic but however I can't find the way to give the permission to general members to post !!

And the other problem is where can I find the MOD to edit my webboard :
When users click on the topics, I want the topic will pop-up into the blank page (_blank).
How can I do that , Could you give me an instruction please?

have a look in installed mods settings and options, the option for who can post attachments is in there.

Go to your admin center and then click "Installed Mods and Settings" like Ben said.  Then scroll down until you find the heading "Attachments."  There will be a line that says "Restrict attachments to member groups" and will have a field next to it.  Make sure that field is EMPTY.  Right now it probably says "Administrator,Global Moderator."  You will want it blank.
