[Beta 1.5.2] Locked/Redirection Boards 1.0

This mod allows you to create redirection boards and locked boards.  The redirection can be to another board (given by ID, it won't be seen seperately... good for merging boards and not getting the error that the topic doesn't exist...) or URL.
Locked boards can be read but not posted or modified in by anyone but Administrators.

Only for use with YaBB SE and PfaBB.  Ask for permission before using it with or porting it to any other forum software.  Not for use with or porting to ttForum or ttCMS.

This mod allows you, as an administrator to:
- make a board redirect to a URL, for example http://www.google.com/ or http://boardmod.yabbforum.com/.
- make a board redirect to another board.  (good for merging boards and not breaking links!)
- lock a board for new posts.  This means ONLY administrators will be able to post/reply/edit.  Moderators will still be able to moderate, just not post.

Uhhh... that's completely different from what this mod does.  That'd be like a completely different mod.

I would suggest that you consider creating a hidden $modSettings['BoardRedirects'] in the installation - this would help to avoid these boards in things like search and other functions.

I have run across at least two functions that need to avoid those boards if they are locked &/or in redirect mode.

I know, that was another issue... and that's why it's still beta.

I'll probably end up modifying a number of queries (move, search, stats, etc.)
