Installs fine, errors after

I am getting this mesage when I log in as admin and I try to access my admin section of the board. I also registered a new member and used the restore admin tool on that member but still no work. Any ideas? I checked the settings file and my cookie name looks fine

Can't post link, board is in a password protected area. Any other way we can troubleshoot this? What version of PHP should I have?

4.1.0 is required.... do you have at least that?
