admins only posting

I read this from the FAQ

What is an announcement board?
A board where only admins and global moderators can post.  They can also be setup so that you can send announcement emails by checking 'Receive email notification when new Announcements' in Notifications.

I have one of my boards setup as an announcement board yet one of my normal members was able to reply to a post. Does this mean members are allowed to reply but not start topics? If so how can I make a board where ONLY admins can post and reply, all other members can simply view.

Lock the topics after you start them. Then they can't reply to them.

Then if you want to reply to them later, unlock them and lock them again after you post.

That seems a little out of the way doesn't it?  I figured we could at least have some kind of setting to close the board to all except mods or admins?  Maybe it's something to think about in the future.

actually in 1.5.1 Admin and Mods are able to reply to a locked topic without unlocking it first
the idea of Announcement board is only Admins/Global Mods can create a new topic, but users can only reply
if u dont want the users to reply, u can follow what Chris said
