I'm looking for a specific tool - I'm not sure if it exists in Photoshop, but I'm hoping it does.

Essentially I want a selective eraser like what there is in Paint.  Example, in editing I could select light blue as the active colour, and wipe the selective eraser over the image leaving the B and the borders....

Any idea how to do this easily?

1. u can select the color u want, use the Paint Bucket Tool, set it Contiguous and NOT Anti-Aliased. then click over the color u want to paint over

or

2. use the Magic Wand Tool, set it Contiguous and NOT Anti-Aliased, click over that color, and delete it

the Contiguous part is optional, depends on the button

In PS7, you can use select\Color Range\delete to do it, too....
