Can someone please create a mod that will only send out emails to individuals who have permission to view that particular announcement board?

I don't see the point of EVERY user getting an announcement especially if they can't view the message... I would LOVE to have this email feature turned on but it absolutely will not work when only half the users have permission to a certain board (for a good reason too).

Not sure how hard this would be but please let me know!
