user's membergroup:
A global moderator can make himself/herself an admin if you allow that, that's not secure! :P
custom title:
A global moderator is already allowed to change users custom-title (I'm not sure)

Nope global moderators can only edit their own custom title since they only have permission to edit their own profile.

As for it being a security risk, just remove the the admin and global moderator options from the select box if they are not an admin. That way they cannot give admin powers or global moderator powers to users.

And as for making it... sorry. :P

all i need is for global moderators to change users between custom usergroups... and custom titles...

You would have to edit Profile.php to do this.
