I would like to turn off locked topic to normal
users can i and if so how???

If you want to unlock locked topic just click on lock/unlock button at the bottom of the page.

He/She is asking if theres a way to disable normal user's having the ability to lock and unlock there own topics.

Currently theres no way to do this other than to modify the code.
