Problem Description:
I've just entered my 'Forum Preferences & Settings' menu via admin, and at the top (below news, above forum pref... title) it says 'Failed to make backup of Settings.php' - ???

Is there something wrong? Worth worrying about?

Also, what is 'optimize database' and how often, it at all, should you 'remove all' from the forum error log?

Make sure you have a Settings_bak.php and that it is 777.
