Install package Errors

PHP Version: 4.1.2
MySQL Version: 3.23.x

Problem Description:
Ok I am trying to setup 1.5.4 on my server.

I D/L'd the 1.5.4 zip and extracted the files and followed all steps and get to step#3 on the install.php, here is the Warrnings I get at Step-3 :

Warning: MySQL Connection Failed: Host 'xxxxx.xxxxx.xxx' is not allowed to connect to this MySQL server in X:\xxxxx\xxxxx\yabbse\install.php on line 351

Cannot connect to database server with given data!

Please check the information you provided, and then try again.

My Server  is checking this also for me from his side on the server. As I can't get it to go on from this point from my system.

Note:
When I got to the point in the setup of putting the install.php and the yse153.ya files on the server in my yabbse folder, and run the install.php

When I get to the step that extracts the folders and files onto the server from the yse153.ya file, it shows on my browser screen that it made all folders and files sucessfull.

But when I then FTP, (with WS_FTP), I see none of the files and folders in my FTP program. And when I click the proceed button and fill in the screen with the information of the servername, username, password, dbname, and hit proceed button from that screen then is when I get the error warrnings as mentioned above.

BUT! as for the not seeing the files and folders on the server with WS_FTP I talked to the server tech and he went in and did something and then I can see the files and folders, But still get the warrnings as above?!?!

Any Ideas as to where to look or what the problem might be?

Hummm! [Unknown], I'll let them know that it is set like that, as this may be the one thing that he did not think about setting yet.

Reason I say that is that I have been on a Unix server for over 8 years with this provider and they just moved things from that server to this windows server where I will have the php & MySql capability for running SE.
And since my DNS is still pointing to the old server he may have not set the access on this yet till I am ready to go live with the new site and forum on the windows server. But I would have thought I would have been given access there even though it was not totally ready to open to the public!  

Darn I hope it is this simple!  
I'll check with them this morning and see what happens and report back.

Thanks! but they were also upgrading the MySql on the server and now I am backed with 4.2X.X now instead of the older 3.x.x  

So now off to try the converter and get my SP Forum Dats converted to SE and we be ready to go live!
