help needed on 2: fsockopen

Problem Description:
Hello,
got a msg from a few members of my forum, when they try to send a PM or reply to one they get the fallowing msg:

An Error Has Occurred!
2: fsockopen(): php_hostconnect: connect failed
(c:\yabbse\Sources\Subs.php ln 454)

when i search the errorlog i get the same msg:

//index.php?board=;action=imsend2
2: fsockopen(): php_hostconnect: connect failed <br />(c:\yabbse\Sources\Subs.php ln 454)

the PM does send, but just wondering why it gives the error, any1 any idea where to look to fix this ?
