The Alian language..... Please.. help me

I was already set everything... i want my webboard to be Thai language... i did that... but when everyone open every pages ,it'll change from Thai (Windows) to Western European (ISO)
What can i do? Sorry cause i dunno where to put this topic in.... and im not good in english too

PLEASE!!!! HELP ME!!! :-[ :'(

Very odd, because half of it comes up in Thai for me and the other doesn't.
