I've got my censor filter setup to block swear words, but when users type something like 'Cassiopeia', it ends up reading Ciopeia.  Is there any way to set exempt words or something so it doesn't mess up on a common word (common at least in the Pocket PC world) like that?

hey!  Stop swearing ;)  It's not that it's not "smart" :)  In 1.3.0 there is an option to look for whole words so that this can be avoided.

I need a new censor list to download. I have an old one from before the change and it doesn't work right anymore - It misses a lot of things.

YaBBSE doesn't come with a censored words list, and it never did.

By default the censor list is empty... the admins are supposed to fill those in themselves.
