como puedo hacer que la imagen de un avatar no se agrande segun los limites?? ???

bueno ya habia hecho eso...
lo que  no quiero es que la gente ponga avatares muy grandes entonces puse max 100x100 pero cuando alguien pone uno pequeño este se agranda hasta el limite y eso es lo que no quiero que suceda  ???
