Curious how I can get it to stay still- instead of fading in and out- if possible

How do I change the newsfader background colour? Last time i asked i was told that i had to do it through CSS.. when I viewed the source I saw this:
var delay = 5000
   var bcolor = "#F8F8F8"
   var tcolor = "#FFFFFF"
   var fcontent = new Array()

The Background color is specified.. how do I change it?

the colours are specified in Settings.php - you need to change them there.
