Do you guys know where I can find the film negative effect and poloroid effect?  I have looked everywhere and cant find it

You can find the invert function (negative effect) under Image\Adjust\Invert.
Don't know what you mean with polaroid effect. ???

No- it is a brush with one sqaure from a roll of film and you can add in your own image
