Trying to add new package manager and this part lost me:

Now, upload these two files ("english.lng" and "index.php") to your server int the base directory of yabb
Next, upload Packages.php and PackageGet.php into the /Sources directory for your YaBB.  This WILL overwrite the old
  files.
Finally, upload the installed.list file you create into the /Packages directory


I created the installed.list under  YaBB SE -I can just move it there instead of uploading it right since I cant upload it- anyway-  What I dont get is the upload these two files ("english.lng" and "index.php") to your server int the base directory of yabb.  Isnt that where they already are???

yes but if you edited them correctly with the proper instructions you have to replace the old files for the new manager to work properly.

I followed the instuctions- and it just says to add a few lines (EDIT) in the english.lng and index.php so why would you need to upload them "to your server int the base directory of yabb"

Because you have to replace the old files with the new ones.... if you've edited them online as is then your fine.

The instructions are talking about editing the files on your local computer and then uploading them to your remote website server.
