I have a question about file sharing on the board

Problem Description:
I wonder if there is a mod or somenthing that allow me to do this:
I have a MIDI trade forum, also I have a so many users, but only a few upload some Midis, I wonder if there is somenthing that can force users to upload midis so if a user upload a midi, he can get some quantity of midis to download, or somenthing like this.

Is this posible? if so, what I have to change or do on my board?

This isn't possible with YaBB SE, but would be with SMF... (although it would have to be modded.)
