Apache url forwarding on yabbse

YaBB SE Version: 1.5.4
PHP Version: 4.2.3
MySQL Version: 3.23.x
Server Platform: Windows

Problem Description:
 ??? every thing works great on Yabbse. yea see in the Directories/Files. i had to put the ip and my port so people can see the baord. but i can t connect to my loaclhost to see the board cause on the yabbse buttons got my ip and the port for yous guys to connect so how does that work on Apache any help?
