All I did was in the admin section I had 100 x 100 for avatar images, but I went back in and took it off and I got that.

Download Settings.php via FTP in ASCII mode.  Open it up in Notepad, go to the line indicated and make sure there's something in that line and that everything has a semi colon after the actual value.  You might need to do "= 0;" (without the quotes).
