How Do I Do This? (not urgent)

Ok. This is kind of a complicated question, but I'm sure there's some way to do it... I want to create a member group on my lycos board called Mod Tester, and I want them to have special priveleges:

They can edit installed mods settings and options
They can edit the template
They can't delete users
They can't create categories or boards
They can't modify user profiles (except their own of course)
They can't mess with the forum preferences and settings

This is all part of my plan to create a central "Mod Testing Board" using my existing board on Lycos UK. I want to give mod developers a place where they can test mods without having to worry about messing up anything important. I have already created a member group called Mod Testers, but they don't have any priveleges like I want them to have. Of course, this isn't a group that people can add themselves to. They will have to agree to certain terms and conditions before I add them to that group, and I will keep close tabs on what they're doing (to prevent anyone from purposely registering to cause problems). Any suggestions? I know I'll probably have to edit a bunch of files to do this, but I think this will work at some point.

make something like the Gmod center, just copy and paste the functions you want from Admin.php (edit template, mod settings, etc)

Ok. I am getting somewhere with this, but I have a new problem (sort of)... I can't figure out how they link to the Modsettings file from admin.php. I have not been able to find a link to anything like that... It seems to skip from the settings stuff to the censored stuff.

ModSettings.php is protected with is_admin() function
u might want to edit that to allow your mod testers to get in

I think I can find the link. Right now, I'm having major hosting issues. eMark has just announced that they're banning YaBB until further notice because of security problems.
