is there a way i can make a certian board so that only admins, or definded users can post in it, im using the ?action=news;board=2. Possibly someway to edit who can post, but everyone can view?

Go into the add/edit/remove boards section. Then go to the board you want to be only postable by admins/gmods. Then check the announcement board option and save that board.

If you do not want people replying just lock the topic... then if you want to add more to the topic later unlock it, post then lock it back.
