Check your temp directory in php.ini.  Make sure the directory exists and that it's active.

I did that actually   But it didnt resolve the problem. In my case i had to reinstall php and reconfigure the php.ini file.. apprantly the changes i was making were not being saved correctly.. Sounds like a windows issue.. but it is all fixed now..
