Why isn't the Poll-mod part of the standard install?

Seems like most people like the Poll-mod. Just wondering why it's not included as part of the standard install.

Is there a mod that will allow me to turn off the ability to look at the results without voting? Too many of my users are not voting in polls!

I'm sure I could do this manually, but I'd like to see it as an option in future builds.

manual way:
open Display.php, search for line:                                                <a href="' . $cgi . ';action=display;start=' . $start . ';threadid=' . $threadid . ';viewResults=1">' . $txt['yse29'] . '</a>' . $lockVoting . '  ' . $pollEdit . 'replace with                                                ' . $lockVoting . '  ' . $pollEdit . '

the code above will hide the result link, but if someone knows the url, he/she still can see the result (adding ;viewResults=1 into the url)
