Question about custom user groups

can I make someone have more power like a Global Mod or even an Admin with a custom user group name like say

"Sweetie" as in Mach 8's title, what if I wanted to give her admin powers but keep that title? how can I do this?

edit his/her profile and add it as Custom Title
