"Failed to make backup of Settings.php"

When I go to the Forum Prefrences and Setting Page in the Admin, the page comes up normaly except it say at the top in bold, "Failed to make backup of Settings.php"

What does that mean?

It means you haven't made the file Settings_bak.php writable.
